Dr. Nathan Bullock is an accomplished education executive with over 20 years of leadership spanning online, adult, professional, non-traditional, and graduate education. Throughout his career, he has specialized in serving diverse learner populations, driving institutional enrollment growth, and executing strategic operational turnarounds. His work is anchored in the applied learning sciences—bridging theoretical instructional design with practical, systems-driven organizational impact.

Currently, Nathan serves as the Associate Director of Prison Programs for the Colorado Department of Corrections. In this role, he oversees the strategic development, implementation, and evaluation of rehabilitative and operational programs across the department's facilities. He ensures program alignment with state standards, driving initiatives that enhance institutional safety, support staff effectiveness, and promote successful offender reintegration.

Nathan transitioned into this position after serving as Associate Director of Staff Training and Development for two years, where, as second-in-command for a division of over 50 staff members, he oversaw the daily operations of complex training programs, managed division budgeting, and led curriculum and training standards to enhance workforce development and staff effectiveness across the department.

Southeast Missouri State University

Serving as Dean of Extended Studies, he directed operations across four regional campuses, online portfolios, and dual-credit programs. He navigated a complex 12.5% budget reduction while successfully growing online enrollment by 8% and pioneering the implementation of 95 HyFlex course sections during the pandemic.

Program Development & Off-Campus Outreach

Nathan’s foundational leadership includes serving as Executive Director of Academic Program Development at Delaware Valley University, where he launched multiple high-demand graduate and professional programs. Prior to that, as Director of Off-Campus & Outreach Programs at Rutgers University-Camden, he scaled extension location enrollment tenfold and forged over 40 critical articulation agreements with community colleges and military partners.
